Tonga Qualifications Framework (TQF)

A qualifications framework is a structured system that organises, guides, and supports how qualifications are designed, quality assured, recognised, and related to one another.

The Tonga Qualifications Framework (TQF) is Tonga’s nationally endorsed qualifications framework. It provides the foundation for the development, registration, accreditation, quality assurance, recognition, and award of qualifications, ensuring that qualifications are credible, nationally consistent, internationally comparable, and responsive to the educational, social, cultural, and economic needs of Tonga.

The TQF is commonly represented by the 10-level matrix shown on the right. However, it is much more than this matrix; it encompasses the complete policy and quality assurance architecture that safeguards the integrity and value of Tonga’s qualifications.

A Qualifications Framework typically comprises:

  1. Qualification Levels – a hierarchy of progressively complex levels of learning.
  2. Level Descriptors – statements describing the knowledge, skills, and application expected at each level.
  3. Qualification Types – the recognised categories of qualifications (e.g., Certificate, Diploma, Degree).
  4. Qualification Design Standards – requirements for developing qualifications and learning outcomes.
  5. Quality Assurance System – registration, accreditation, monitoring, review, and continuous improvement processes.
  6. Governance and Legislative Arrangements – the legal and institutional authority responsible for maintaining the framework.
  7. Recognition Arrangements – mechanisms for recognising prior learning, domestic qualifications, and international qualifications.
  8. Progression and Articulation Pathways – pathways enabling learners to move between qualifications and sectors.
  9. Credit and Learning Volume Requirements (where applicable) – rules governing the size and value of qualifications.
  10. Implementation Policies and Operational Guidelines – the procedures that ensure consistent application of the framework
