National Qualifications in Tonga’s PCET Sector

In Tonga, Post-Compulsory Education and Training (PCET) encompasses all learning opportunities outside of the compulsory school systems (ECE, primary, and secondary, covering ages 4yrs to 18yrs).

The PCET sector include technical and vocational education and training (TVET) institutions, as well as all of tertiary education, and community-based education.

Within TQF, qualifications registered and delivered by PCET providers generally fall into two distinct broad categories:

  1. Provider Qualifications (Levels 1 – 10). and
  2. National Qualifications (Levels 1 – 6)

Provider Qualifications vs. National Qualifications

While both qualification types are recognized under the TQF and quality-assured by TNQAB, they differ fundamentally in ownership, development, and flexibility across educational institutions.

This means that TNQAB does not “own” national qualifications in a commercial sense, but rather holds them in trust for the public, the government, and the industry sectors.
Development Designed by an individual institution to meet its unique organizational mission or specialized niche. Developed in partnership with Industry Training Advisory Committees (ITACs) to meet systemic, country-wide workforce demands.
Composition Built around curriculum modules or courses defined by the specific provider. Built from industry-specific competency standards, which inherently function as the official national competency standards or benchmarks) for those sectors
Portability Students usually must complete the qualification at the specific institution that holds the accreditation. Highly portable; credits can easily transfer between different registered PCET providers delivering the same standard.
Delivery rights Exclusive to the institution that designed and sought accreditation for the program. Any TNQAB-registered provider can apply to deliver the qualification, provided they meet the delivery criteria.
